A message dated June 20, 2009, was received stating the Governor                                                                
signed the following bill and is transmitting the engrossed and enrolled                                                        
copies to the Lieutenant Governor's office for permanent filing:                                                                
                                                                                                                                
      HOUSE BILL NO. 139                                                                                                        
      "An Act providing for an exception to allow drivers of public                                                             
      utility motor vehicles to operate those vehicles with certain screen
